Is running a strap from each head to frame and head to battery enough or should the block be grounded also?
 
You need battery to block (or head) and battery to chassis which is your two wire negative battery cable...and also a block (or head) to chassis or firewall. I run mine on the passenger side back of the head to the firewall. I also run one from the voltage regulator on the firewall to the head for good measure...I'd say you dont need 2 straps going from each head to the frame...or atleast you shouldnt.
 
#1 A good battery to engine (or head) ground unless battery is in trunk then ground to chassis.

#2 Chassis ground from engine (or head) to chassis normally located on back side of passenger head to firewall is what the factory did with a bare braided flat cable.
