Found just a mall sliver of rubber that came loose from the front of the '65 Formula S harmonic balancer. I wonder if this is a serious symptom or just something due to the outer edge having been exposed to the elements for a long time?

The elastomer is either degraded or reverted due to high torsional loads. I would consider replacing it with a new one. 65'

Usually, anytime pressed/ molded rubber under a load is deformed/;peeling/ shredded or " shedding", it's in need of R and R. Remove and Replace

Let's see both sides of the balancer. If the rubber isn't mushy, and the outer ring runs true (no wobble). I personally wouldn't worry too much about it on a street car. For high performance use, I'd get a new one, or, a Fluidampr.
