Can anyone tell me if I can plug the inlet and outlet going to the heater core on the water pump and manifold, or does it have to circulate?

It really doesn't have to circulate because it's such an inefficient pump but you can also bridge them if you want to. Either way works fine.

I have had rubber plugs split. Went with pipe plugs and no issues for years. The nipples can be a pain to get out, but there are tricks to do it. I have a mechanical temp gauge sender in the intake one.

Yes the rubber caps from part stores last about a year or less.My photo above shows one.
The car got A/C and heater after the shake down period.
The 70-up pumps can be tapped and a pipe plug installed with thread sealer.
Not much meat so don't over tighten.

I think I still have the fitting and rubber cap from an original heater delete car. It apparently didn't have to circulate.
