Help me with a fender tag???

So my brothers '65 Coronet has something I'm not sure of on the fender tag. In the upper right corner of the tag there is "28,155" stamped in it. What does this mean?! This rest of the tag is straight forward and I easily decoded the rest. Just not sure of the numbers in the top right.

It might be that the tag was taken out of the machine while it still was stamping! Can 28 155 be codes that should be to the left side instead? Check that!

Note: All cars built in Lynch road, Detroit Mi have digits above the letters in second row from top.
Typical found over letters Q-Z (not shown on pictured tag) Example 15 over QR and 112 over VWX.
First two digits (15) are “gate sequence” #. Second three digits (112) are “base sequence” #.
These digits mentioned above are only found on cars from Lynch Road factory.
Observation # 2: Sometimes there is no digit at all under X (seat belts).
When standard belts were installed, sometimes factory left this info blank.
 
Re the seat belts! What I know of is that 1965 was the first year for factory seat belts. 1964 and earlier was only dealer option.
 
My '64 Dart had front seatbelts only that were dealer installed. I added some belts in the back for the kids.
