Help with 2001 Town Car Please

My parents have a 2001 Town Car ( sad but true ). The steering wheel lock binds to the point they can't turn the key.
I told them I would disable that wheel lock. This column is built completely different from those I've been into before. :(
I need the exploded view or relevant page(s) from the factory service manual. Crown Vic / Marquis should be the same.
Any help is greatly appreciated

You know how it is when pressure is on the steering and you have to crank wheel around to start it. maybe all it is?

Yep, I can start it. Mom isn't strong enough to turn the wheel out of the bind. Dad admits its difficult for him if mom parked it against a curb.

The wheel lock mechanism is in there somewhere.
In this model, The nut that holds the steering wheel on has been replaced by a bolt into the steering shaft. The 2 threaded holes where a wheel puller would be attached are deleted. I haven't figured out how to get the wheel off.
