Holley Blue pump propeller offset?

I was given an old blue pump last year and figured this winter would be a good time to throw it on. I pulled the plate off to look at the blades and noticed the propeller is offset, is this normal?

Yes. It should be off-center so as it turns those 4 piece slide in and out.

Same design as this. (called a rotary vane pump)
