can't quite get this one figured out, it has been molested...

what is the original horn actuator? i'm thinking something in the steering wheel, as there is no button anywhere else i can find.
i took the steering wheel pad off and there is a black wire going to what looks like a rotating plate on the back of steering wheel, and connects to a terminal on a barss plate behind steering wheel pad/cover.
what would activate the horn? is there a switch/button missing between this brass plate and steering wheel cover?

i also found a blue wire connected to the horn fuse terminal, has a female spade connector on the end which is hanging loose...this is meant to go to horn relay possibly? it had a yellow (12v memory) wire for CD player
this connects to a "double" terminal at the fuse. the other wire is pink and goes up through the dash and is hanging below the glovebox...this is where they had the horn connected....they had a 2-wire running to the horn, one on each terminal of horn....conencted to this pink wire near glove box and other to a black with white tracer near glove box.....no clue how it would be activated though....
 
The horn relay sends power to the horn so it sounds. The black wire in the steering column supplies a ground which activates closes the relay contacts. You'll probably need a factory wiring diagram to sort out all the issues you've described. Good luck

yes i do have the wirin diagram to follow....what i dont get is what creates the contact when you press on the center pad?
there's no switch or anything
 
The switch is in the steering wheel , and it varies with model and type of wheel, but basically, there will be a spring loaded brush which rides on the copper contact plate under the wheel in the column. A short pigtail from that connects to the switch mechanism in the wheel. All the "horn button" does is ground that one wire, which grounds one end of the relay coil. The other end of the relay coil is connected internally in the relay to the battery connection.
 
this leads me to think they removed something between the brass plate and steering pad bracket...there is a steel bracket that mounts to the steering wheel with 1 screw on each side...i remove this, and the pad...there is the brass plate with wire attached. it seems like there should be something between the brass plate and the steel bracket, so when you press on it the brass contacts the steel closing the ground and makin BEEP BEEP.
i also used my test jumpers to verify the horn works directly from battery and the horn does indeed work.
is the horn relay under the hood or in the steering column?
