How much initial timing is too much? Running hot on the highway.

I just don't cotton to the idea of unmanaged pieces of metal flapping at speed in front of my engine with the fan belts spinning......they could end up flapping like a loose tarp corner at highway speeds. If anything fatigues, one could break off and fly right back into the motor. I suppose one could put some short restaining wires or tabs to keep them from opening fully perpendicular to the shroud; that would keep some positive pressure on them to prevent any flapping but still allow almost full air flow.
