how to spec a cam?

To measure an existing camshaft, I am guessing you mean. You need to either have the cam in the engine and use a dial indicator and degree wheel or you can set it up on v blocks on the bench and measure the lift with a dial indicator that way. It's pretty easy make a good guess at duration from the lift, but the degree wheel will take any guesswork out.

Or you can send it to Oregon Cam and they can map it for you in the cam doctor.
 
No numbers anywhere on the cam? If it's not too big, you can measure the long end, subtract the smaller base circle, and multiply by 1.5 to get the lift. A local cam grinder, Delta Cams in Tacoma, took a cam I brought in, stuck it on a small machine with a sensor on a lobe, rotated it, and it spit out a cam card with all the numbers.
 
i have no one local to do that and there is no numbers on these cams that reference to anything i can find... i know there comp cams but i called comp and they have no clue lol
