I wonder who was making notes on the roof of my Formula "S"?

My 65 Barracuda Formula S has some kind of writing/script/notes on the roof on the driver's side. The third line is the vehicle VIN and the sixth and last line looks like a date. I wonder if the car was stolen/seized/towed at one time and the script has something to do with inventory control. Perhaps someone with law enforcement or towing knowledge can chime in on this mystery. Thank you.

This is on the outside of the roof? Possibly from the assembly line, before the build started the unibody was selected and the VIN written on the roof before paint? I beloeve the door post mounted VIN was installed after paint? Perhaps paint codes or something?
 
That last line is 12-18-91 so I assume that's a date? If it's a date then that's not assembly line writing. I would assume it's a car that was confiscated by the police and sat in an impound yard. that's just a guess though

AS A RETIRED DEPUTY SHERIFF I WOULD PROBABLY SAY THAT THEY ARE CASE NUMBERS RELATED TO THE OTHER NUMBERS WHICH COULD BE CODES FOR DIFFERENT CRIMES THE CAR WAS IMPOUNDED FOR. JUST GUESSING FROM EXPERIENCE.

Then you would know what the codes mean then , right?
 
Looks to me like the writing is on the primer, under the paint and visible where the paint is thin and rubbed through. Any impound or tow yard I have ever seen writes or posts stickers on the windows only.....

Just to clarify, the writing is on the outside of the roof, above the driver's side window.
 
Impounds normally get notes on the glass. Writing on paint could get someone in trouble for damaging property / evidence.

Based on the photo, it looks like the note was on the primer before the body color was applied, is that how it looks in person?
 
Even up close, it's really hard to say on what layer that was written on there. Now that I look at the fourth line, it kind of looks like it may have been a license plate number. I purchased the car near Sacramento, CA.
