Could someone help me understand the purpose of these wires red wires?

When you ask a question PLEASE post the model/ make/ year you are asking about. I know your username has 70 in the string, but my 67 is apart, and I also own a 74 Scamp.

Run over to MyMopar website and download a free service manual as well as the aftermarking 2 page wiring diagrams from the wiring section.

And yes, they are the key-in buzzer system
 
The red wires are used to start a fire if they are not hooked up correctly...
