Inner fenders

Hello guys my inner fender on drivers side looks like this, looks like a bad bondo job can this be cut out and weld in a mew piece or rebondo without having to buy new sheet metal, feels like rubber and its covering a whole about the size of a babys fist, sorry about bad quality its cold and 4:30 am, just got home from work when i took these pics

Looks like a pic of the fender splash shield seal. That is factory and I have seen the seal kit being sold by a company called DMT I think.
