I'm installing a new intake manifold and the diameter of the hole for the heater hose return is smaller than the one in my old Perfomer intake.
Can I just bush up the fitting or will it hurt anything by having a smaller diameter hole?

If both hoses are the same size, then they are 5/8" diameter hoses and nipples.

If one is bigger than the other, then the big one is 5/8" and the small one is 1/2". Find a 1/2" nipple with 3/8" pipe thread for the intake and run 1/2" hose. (I believe it's 3/8" pipe or 1/4" pipe into the intake manifold).

You may be able to find a brass fitting with a nipple at your local hardware or home improvement store, or parts store....

You can also order the 1/2" nipple from Mancini Racing.
