Is my dart missing stuff?

1974 Dart Sedan 318 with A/C...

I've noticed what seem to be empty screwholes in a couple of spots under the hood. Is there supposed to be something there?

1. A pair of holes on the passenger side fender well next to the vacuum ball

2. Another pair of holes on the firewall between the A/C hoses and the blower motor.

The pair in the top shot on the inner fender is for the heater control valve. The second set on the firewall may be a previous install of something aftermarket, or some type of factory vacuum switch.
