its not bad but if you still have original valvesprings you'll need to change them if you want real performance with that cam.

You could probably do better by building your own kit, and using some used parts. "LA" small block type manifolds are very common on the used markets for good prices.
 

I'd step up at least one cam size. Otherwise, it doesn't look to bad.
 
I have that same cam in my 318 with flat tops and 302 heads and i like it. its docile at idle but pulls strong right in that 2,000 to 4,000 range. you don't want to go with too big of a cam with a low comp. 318 as most will tend to bleed off cylinder pressure. i would get the stealth intake over the action-plus because you would still have a good intake to feed a 360 or whatever later on. plus the large volume of the stealth and the 318 size port windows help with the velocity. i would try and look for a used carb. and just do a rebuild on it to save some coin, maybe you might find an intake too.
