That's not too much torque. That's metal rot.
I'm not seeing rust there, that looks like metal fatigue. With that shiny new nut and bolt, I'd suspect that the old fastener was loose/missing and allowed that area to flex on the upper bolt. I'm just guessing from here. Good Luck, make sure it gets welded and gusseted. there is not that much rust , that is the most rust i've seen on the car . and that is probably from sitting in the parking lot for 2 weeks had a bit or rain , that is the most rain the car has ever seen , these old cars rust quickly if exposed to water .i'm sure 50 years and metal fatigue played a roll as wellYou don't see rust there?
