So I bought a set of TRW's recently cause the price was right and I couldn't pass them up. How much material could I safely have milled off to reduce comp ratio? Also, whats the lowest comp ratio I could get down to with a set of factory 70' X heads in a .030 340ci?

Have you given any thought about leaving the compression alone and building an E85 motor?

Depends on if the dome is hollow or not. I am sure you could have enough cut off to get it down to 11.5 or more. You need to find out the dome volume, your exact head cc, what compression you are shooting for, etc. I would probably re-sell them and get what you need.

Or, do an E85 engine. lol

If they are # L2322F's then you can mill them into flat tops and cut valve reliefs AKA Super Stock slugs.
Pin in piston154 Grams,Comp Dis 1.840,Dome ht .407.

Have a set on a 340 that has have the dome milled so that the spark plug cup is gone....but you can mill the completed dome off....and they are still boat anchors...lol
