Missing 16 rollers

After opening my transmission, I discovered that it was missing 16 rollers that belong in the main drive pinion. The snap ring was there but no bearings. I plan on putting them in, but is it typical to leave out these bearings?
 
I bought it off of Craigslist and never ran it.

I think someone did attempt to "rebuild" it... The front bearing retainer was missing a seal so the "rebuilder" loaded up on gasket sealer, over tightened the bolts, and cracked the bearing retainer bolt holes.

Oh hell no, those are absolutely necessary.
Someone left them out.
