Necessary to use tool C-3509 when installing new timing set?

The factory seemed to think it was important because they put it in bold print, but I'm afraid I don't understand what would happen if the camshaft did contact the welch plug in the rear of the block. Would somebody please clue me in?

So if it is necessary to hold the camshaft forward when installing a new timing set, what substitute tool can I use?

I have never used the tool in the picture. The distributor gear/ oil pump drive will hold the cam from moving rearward if it is installed while doing the timing set. That and the valvetrain should hold the cam in place. i am thinking that the factory didn't want the plug being dislodged causing an oil leak, costly for a warranty repair if it comes back.
 
Interesting that you don't put rearward force on the cam when you remove or install the cam gear.
 
Perhaps the factory was concerned that a mallot would be used the seat the gear and the rearward force might knock the plug???? Purly speculation
