When I bought my 69 Dart, there were some parts just tossed in a box. The seat belts were in one of them. I got them cleaned up and now I'm going to install them, but all the bolts are different sizes and I have no clue which one goes where, or if it makes a difference. The threaded parts are the same, but the shoulders of the belts are different.

From left to right, the shoulders measure .40", .60", and .90 inch. I have two each of the short and long ones, and four each of the middle ones.

The front seats are buckets, and have the goofy double belt arrangement for the optional shoulder belt if you want to use it. The double belt looks like it goes next to the console, so the single retractable belt goes by the door.

The rear bench has three standard lap belts.

Top belt, retractable. Middle belt, the double belt thing. Bottom belt, a rear but the ends of them are all the same, angled flat metal.

Correct me if I'm wrong, but I think the bolts should go in the following positions:

And clarity would be greatly appreciated.

Now for the fuel tank questions. Shame on me for not taking pictures when I disassembled the old one. I have this clip (I believe it's a grounding strap) that I know goes from rear end of the fuel line to the tank fitting. Does it make any difference where it attaches? It looks size-wise like it would clip to the neck of the outlet fitting.

Lastly we have this gaskety looking thing that was on top of the fuel tank. I think it provides a bit of padding between the tank and the spare tire well/floor pan. It's looking pretty mangy. By appearance and feel, it looks like heavy treated felt or tar paper of some kind. I have some roll roofing felt left over from building a shed that looks and feels similar. Can I make a new pad of the roofing felt, or would it be better to source a correct pad?

As always, thanks for the help oh gurus of the forum!

The bolts are size to probably how many things go under them. Like the center seat if there was one would need a longer bolt cuz it needs not only the connecting end of one seat belt but the strap end of the other. As long as they're down tight and the seat belt still articulates I think you'll be fine. Like you said they both have the same depth. You really don't want a lot of slack so it gets good Yank on it or anything like that.
The ground strap is exactly what it is as long as it's clean and onto a clean ground Any surface it probably doesn't matter where you connect it to..
And that mat or whatever it is that you got from between the gas tank in the wheel well is exactly what you think it is. It's just so the two don't rub against each other and cause a hole or a friction..
I could be wrong on all of it and I'm sure there's tons of people who would jump on the opportunity to prove it.. but that's my-2... (3)...

What are the stampings on top of the bolts?

You should have two C10s for the retractors, four C 12s for the hump front and rear and four C11s for the shoulder belts and the outer rear belts.
