Need help with 354 hemi

Got a few issues, first is scaly rust on intake rockers second is lifters bleed off when engine is warm or with more rpm. Motor is brand new. Hydrolic lifters. All new stuff from hot heads. Not sure what more info is needed to help so just ask. Never seen anything like the rust on the rockers on intake side only.
 
Again brand new everything in this motor. Rockers where rust free new 6 months ago when checked. Stored in a garage with valve covers on

Have you run it and made sure the rockers and complete top end is getting oil? It looks totally dry in the pictures like it's not oiling.
 
It's getting oil to top end. These early hemis don't pump up a lot of oil to the top. Lifters are bad and new ones are going in right now. The rust on the intake rockers is really what's throwing us for a loop.
 
If there wasn't any oil on them when installed, they could get that crusty in 6 months time if it it was humid where you live

He did say the lifters bleed off when warm so I was thinking he has run the new engine already, and the rockers have rusted aftyer it sat for 6 months.
 
Even though your 354 Hemi isn't technically a Small Block....I think moving your thread to the "Small Block Tech" forum will increase your responses & assistance from our members here :thumblef:

Soak them in Rust-eze. Overnight they will come out like new, maybe a stiff brush and repeat.
 
Got the rockers cleaned up good. We figure it was condensation built up from running it for short periods without letting it get up to temp. Found quite a few bad lifters, but they had less than 500miles on em. I'll find out tomorrow if the new lifters fixed it. I've never seen rockers rust like that, but I never work on a old hemi either. The van its in is in Yakima wa and it gets pretty cold over there.
 
Here is a few pics of the van and motor. Its are buddy Woody's van. Had it for 30+ years. Paint was done in late 70s.

And the 354 hemi. 11:1 isky cam, hot heads intake, custom shorty headers. Motor and internals are out of a rail car his buddy use to race. He has got a turbo 400 trans with a independent corvette rear axle/suspension.
