Neutralizing Phosphoric Acid

I treated some rust on the interior of my dash with phosphoric acid, and then wiped off the excess before it dried but some of the acid is in a seam.
There seems to be two trains of thought about neutralizing it: that it’s necessary and that it’s not necessary.
I don’t want moisture in the seams so I don’t want to use water as a rinse. Is there a non-water based neutralizer that is recommended?

Some of the acid has leaked on the front. The dash has been removed

No, it absorbs the wet residue

Blow it out with an air hose. It it is dry air it will evaporate the moisture.
