Neutralizing Phosphoric Acid

I treated some rust on the interior of my dash with phosphoric acid, and then wiped off the excess before it dried but some of the acid is in a seam.
There seems to be two trains of thought about neutralizing it: that it’s necessary and that it’s not necessary.
I don’t want moisture in the seams so I don’t want to use water as a rinse. Is there a non-water based neutralizer that is recommended?

 
Baking soda, sprinkle it on.
