New rebuild pushrod not spinning

Well I am one of the “ones” who blindly installed an off the shelf cam and lifters and am now here asking for help.
Here’s the latest. I received some new lifters from Summit. Installed 2 in the front where I had the problems. Cyl 1 intake is spinning, not as fast as others but moving good. Cyl 1 exhaust (very front one) is spinning but reverse rotation and slower than the rest. I’m willing to pull this all apart again if I need to but I want to ask here honestly. Do I have to? How fast does the lifter need to spin? At 1000rpm the rest are spinning 1 full rotation every second, the front one is spinning once every 3.5 seconds?
I’m not asking for your arm chair opinion, I’m truly looking for educated guidance. Thanks, Jeanette
 

Well you just 'see how it goes'. Spinning lifter is good. The odd one might have a taper problem: no taper, taper not centered or excessive taper. The lobe is also tapered from side to side. Spinning faster, if it is the lobe, suggests the lobe has more taper than normal.
 
I talked with machinist who worked on the block. He didn’t seem concerned with the direction of rotation. He said roll with it.
