No brake lamps '73 B200 Sportsman van

Hey everyone, I know this isn't an A-body but it's a pretty cool Mopar to say the least and my friend and I need your help. We've been trying for 2 days to figure out how to make the tail lamps come on when the brake pedal is pushed and also to make the hazard flasher work on my friend's just-bought '73 Dodge B200 Sportsman van. I replaced a turn signal flasher and that fixed the turn signal but there's still no brake lights or hazard flasher. The lights themselves are fine and we've checked every possible ground and feed wire, so from looking at the wiring diagram should I try to replace the headlight switch? Hazard switch or flasher? BTW when I checked with a jumper wire there was no current flowing into the brake light switch, so I think it's something before that in the circuit.
 
There is nothing in the circuit before the brake lamp switch except wire and a fuse that should be hot at all times.
