Oil Filter Adapter Plate Question

This is what I took off my 360 when I disassembled it months ago. I see LOTS of info about 90* adapters, but I don't have one of those.

Is the smaller gasket needed? When I see adapter plate, fitting and gasket kits for sale, they have only the plate, the fitting, and the large gasket. Did someone add this this small gasket unnecessarily?

If the smaller gasket is needed, does it go between the block and the plate? I didn't take note of where it was. It gave me no problems.

I've only ever used the outer one. If you use the small inner one as well, it would reduce the amount of tension sealing the outer ring. Plus, I don't believe it's needed.
