oil slinger

I'm building a 318 and need some info on the oil slinger on the crank snout. My gasket kit has a felt doughnut that I think goes with it. Is it for the slinger to timing case or slinger to block. Do I really need it??
 
Alot of times, there not used. The felt, I believe goes to the timing chain cover. Sandwiched between the slinger and cover.
 
The slinger helps the front seal do it job by protecting it from a direct blast of oil slinging around in the timing cover. You can run without it but I always put them in, it doesn't hurt anything.

The felt ring goes on the back of the vibration damper and gets sandwiched between the chain cover and the damper. Later dampers dont have the provision for the ring.
