I think thats prolly part of why people put up with it. His laugh lets them know its just a gag. Otherwise I have a sneaky suspicion that 'the crazy scotsman' might be the 'lumpy scotsman'

Right, and probably well known in the local area so it's a privilege to see him (like the guy wanting a picture). Dude is a master of staying in character without losing it. Much more so than anyone on SNL
