Washers alone didn't do it. I ended up using washers, and then twisting a monster screwdriver with a pair of channel locks to get it free.

But in case you're new to the thread, its not a 3 finger clutch, and requires the removal of the over center spring.

Post #25.works, I did it that way with the assembly on the bench, you can put it back on the same way. The hell with that washer or 1/4 s thing, but I guess that they do work.
