parking brake stuck

Apparently my 67 barracuda sat for a long time about 10 years I have to guess, when we rolled it out of the garage, the pedal went to the floor and the brakes didn't work at all, (but that's another project entirely) and the former owner pulled the parking/emergency brake, which locked the passenger side wheel. I release the brake handle, however the wheel remains locked up.
Any ideas on how to free it up easily and what the main problem area might be?
Seems like every project on this car is new to me and it's one thing after another. I'm trying to use my time and money efficiently and not waste effort, either so I really appreciate any and all help.
 
Very first thing is, do you have a factory shop manual? You can download a '69 Dart/ Charger manual here, which is similar for most of the chassis stuff

The cable should be routed similar to the diagram. Get under and release the bolt from the front cable at the junction of the equalizer (the "Y") "Yank" on the cable, using pliers or vise grips on the end to see if the cable seems stuck, or if the problem might be right in the rear drum brake.

the short answer is, you'll probably be taking the rear drums off very soon.
