Power Steering Fluid Level

I have a TRW power steering pump in my car with a vented cap, when the car is cold where should the fluid level be inside the reservoir? At the moment the level sits right where the neck starts.

I fill 1/3 to 1/2 the neck. That's where those with a measure dipstick on the cap were marked.
