For the front bolts, you can spray down the frame rail to the bolts from the front of the car, noted by the holes in white. For the back bolts, drill a small hole (just big enough for the can spray tube) in the rail - again noted by white paint in the photos. The best option for the back bolts though is to make sure your car is thoroughly rusted and rotted through the frame rails, allowing easy access to the bolt.
