pulley alignment miss cue

My darn water pump pulley and crank pulley dont line up on my 360 Magnum motor with edelbrock water pump. I got the pulleys from 2 different places on E Bag. is there a proper way for measurement?

Stock balancer? are they Vee or PolyVee pulleys?

it is stock balancer. not sure difference between vee and polyvee.
