I have a fiberglass hood that is matte black with matte clear over that.

I have never waxed or buffed the hood but was wondering if this can be done without messing it up.

No to either one, It will put a shine on it. I have used the low and flat PPG clearcoats and the best way to take care of them is with glass cleaner.

I use Meguiars quick detail on my organosol hood with good results

i concour on the Meguiar's, they make some great product, i used there clay system on my flat black hood, and good gravy it turned out great!

bcuda452 I am glad I am not the only one who says Good Gravy Mill. I laugh everytime I see that commercial.
