If they are from domestic sheep, that were raised for food, then most likely good to go.
If they were from wild rams. That's an issue. As most are protected, and or on an endangered list.

But the question is where did he get them?

If he raised that species of domestic sheep, then all is well, but if he didn't and there is any chance that they are from a wild species, watch out. The horror stories are real.

If they are from a wild species, and they are legal, they will have a permanently affixed metal tag from (if I recall) Fish & Wildlife.

The consequences of a visit from the Federal authorities are severe.
