Rear shackle problem

Today I reinstalled the rear end and leaf springs in my Dart with an offset spring kit. After lowering the car off the jack, I took a look underneath to see if there was anything unusual going on and I noticed that the rear shackles are angled backward so far that they are in contact with the frame. After closer inspection, I can see where the old straight shackles had actually pressed up against the frame so hard that the metal is pushed in on the frame. I hadn't noticed that prior to removing the old shackles. I know the shackles are supposed to be angled backward slightly but not so much that they are in contact with and damaging the frame. I checked my other cars and they are all angled backward but just slightly from the vertical position. What would cause this and what should I do to correct it?
 
how are the wheels centered in the wheelwell? a and b bodies use different spring hangers. maybe someone changed the originals. if the wheels are toward the back of the opening this is possible. or maybe your springs are fatigued and flattened out and could use a rearch.
 

The wheels are forward in the wheelwell like you typically see on Darts. The springs look like they may have been rearched and the driver side has two extra small leafs added on the bottom. When I had them out I compared them to a set of springs from another 340 Dart and they looked pretty much the same with the exception of the two extra leafs.
