Have some overspray I need to remove. Tried lacquer thinner, but didn't touch it. I could sand the steering wheel, and repaint, but need to get it off the chrome

be sure though - even 000 will scratch if you're too heavy with it. Also, maybe wet the paint with carb cleaner... try it on a shop towel, you don't want to spray it straight at the wheel, that stuff will leave spots on leather, plastic etc.
 
MEK methyl ethyl ketone. more agressive than carb cleaner if that did not work for you, same precautions. you can get it at lowes/home depot or some paint/hardware stores.
