Seat belt safety switch

I have a 74 Duster and I just tore our the carpet. I am assuming that the wires on the floors are for the seat belt safety BS. Can I just cut the plug off and splice them together to eliminate them? There are 3 wires on the floor, 2 went to the seats and one 4 prong female plug on the passenger side and I'm not sure what the 4 prong was for.
 
I believe so. Get under the hood, find the reset box, and permanently splice the two yellow wires together, here:

Del is right about the splice,when i removed my belts from the 74 Duster,I thought will it start,it did I always wonder why.After seeing the link he did I went and had a look at the wiring on my 74.And found that red connector with the 2 yellow wires jump.Now I know why.Your king at the electrical stuff.:)
 
In my 74 dart I took all the seat belt wiring out to the r side kick panel, no issues even with the reset box removed. Just FYI
