Ok this one has me stumped on what they were thinking or maybe my car is just missing something. 1971 Dart Swinger with a bench seat and lap belts for 3 people. My question is about what looks like an early attempt at a shoulder belt one on each side, but what were they to connect to? If I try and use one of the lap belt latches to attach it to it would come across my neck or head…no thanks Ralph Nader. What is going on here was there a 3rd piece to this at one time. Anyone have owner’s manual instructions or pictures.

You do not have the correct belts to use the shoulder belt. You would normally fasten the lap belt. Then a fitting will appear on the lap belt (because it is now extended) that the shoulder harness will fit into.
In Manitoba where I live; if your car was born with shoulder belts, they have to be operational. Up here Shoulder Belts came in 69, although I have a 68 Barracuda, that was fitted for the anchors, but the headliner was installed right over them.... from the factory.

My shoulder belt is a little different. The shoulder belt clips onto a stud on the lap belt. First you buckle the lap belt, then clip on the shoulder belt. I removed it because it was annoying and non-adjustable, but I think it went over my shoulder just fine. See here:
