if a cuda has been sitting for 15 years what would normally need to be replaced and done to get it running???? what should i start with?
 
Engine oil for sure.Prime the oil pump.Turn the crank buy hand first to make sure no valves are stuck.
 
gas! it will be varnish by now. will need to run the fuel line to a good can of gas to test it, then look at the tank to see what if any rust, gunk, sand or what ever else is in it.
 
drain any fuel, rebuild the carb its gonna be hard varnish inside. bleed and replace all the brake fluid and replace all dry rotted rubber. check all vacumn hoses and egr hoses and more than likely replace them.pull all plugs and squirt some atf or marvel mystery oil in the cylinders and let it sit a day then turn it over without the plugs. fuel pump diaphram may be history.if points, clean with an emery board and reset. oil and filter after atf or marvel. prime oil pump. install a fresh set of plugs and fire it up
 
Here's a few:

-Pull plugs & soak cylinders with lubricant of choice. You may want to do this several times over a week or so period. It wouldn't hurt to eyeball the plugs for any issues. Just for firing up purposes, you could clean them up and reuse them for the time being if they look ok (just like the other ignition components (ex. point(s), rotor, cap, cond, wires, etc.) if it is a point setup).

-While the plugs are out, turn the crank by hand (as joesnow suggested above) and squirt a little more lub in the plug holes.

-I am sure you will need a different battery that is fully charged because chances are you are going to be cranking for a while before it fires.

-Re: fuel. You could setup a make-shift fuel tank/can and run the fuel pump directly into it or go through the whole procedure right now of inspecting and/or cleaning out the tank and the fuel lines. If you don't draw fuel be prepared to have another carb handy or take a look at your pump. Also, replace the fuel filter and lines.

-Replace the oil/filter from the git-go (as a precaution).

-Check radiator and fill up as necessary. It wouldn't hurt to physically check hoses and belts but you can replace them after fire-up.

-When you do fire up, either you and/or a friend should be looking for leaks or any other issues. After this point. if you are happy with what you hear/see, you can replace all of the other parts as mentioned above (ex. ingition parts, hoses, belts, etc.). and get the timing light out.

-This is just to fire it up. You will have to take care of other areas in order for it to be operable on the streets.
