Spare tire hold down

Ok this may be a foolish question but how does the spare tire hold down stud hook on the floor of a 1970 Dart?

There's a slotted bracket in the bottom of the tire well, a special bolt with a round flat head slides in. Like an overgrown carriage bolt. Is yours missing?

Yep. Stove bolt head slides into bracket.
