Can somebody help me identify these steelies. I think they are factory 1975 Plymouth Duster wheels. But I am unsure. The rim measures 15" in diameter but that is edge to edge. But I think it's a 14"?

Right way to measure a wheel is on the bead surface. If it's 15 lip to lip, it's a 14. You can measure from the the inside of the bead, then add a about 3/16 to get the real size (ish).
 
No such thing as a factory 15" wheel for any A-body, so if it is big bolt pattern then it is 14"x5-1/2" is small bolt pattern it is either 14"x4-1/2" or 14"x5-1/2'...
