Surface rust back of Speedo gauge

What would you guys do about this surface rust on the back of my rally speedometer. Or just ignore it. I don’t want to make a mess or damage it, but I’ve tried to stop deterioration on everything I’ve touched so far.

Clean it best I could and get a model paint brush and paint it with an oil based black paint like the little Testors model paint.

Use caution as any magnetic dust or particles you create will intimately get stuck on the magnets inside the spinning part of the speedo head.

If you must do something carefully cost it with a rust encapsulation. Be careful around the edges so it doesn't get on the face
 
Auto body scuff pad. You can cut them into small pads to use with a hemostats. Then get some self etch primer in a spray can and spray some in the lid to use with a brush. Use a brush and brush it on carefully watch that it don run around and get on the face. The acid in the self etch primer will adhere and stop the rust. I just did one for a rally dash. Painting over the primer is not necessary it won't see sun light.
