I would like to take the hood hinges off my 73 duster ? Or at least collapse them down. Is this possible without taking off the fendors ? Thank you . ....

If you have small arms you may be able to reach in with the door open, or down where the hinges come through up top. Or try removing the splash shields, that would give good access. The hinges are held on with a type of washer that bites into the stud.
I wouldn't recommend doing that. There's a lot of potential energy stored in those springs and without the weight of the hood to hold them down they have been known to pop back up if someone is unknowingly messing with them. Can be kind of dangerous. Better to just take the springs off.

Is the splash panel just held on by a few bolts in the fender well ?
Yes, very easy to remove.
