Sounds like the crank was turned down further than the shop thinks it was... I would have a friend with a micrometer measure the journals on that crank. It may have been turned and polished too far.
 
If its cut 30 under,i'd find another crank engine builders i know would'nt feel safe putting any kind of real power through that crank..i just ran into a similar problem with the 360 i just redid,previous owner claimed the crank was'nt cut,but when i checked it out..low and behold it was cut .10/.10 and he used standard bearings,along with installing 8 of the rod caps the wrong way..thats what i get for buying it from a Chevy guy..
