throttle return spring set-up

this is a on a new to me '68 383 with a Summit 08600VS (600cfm) 4 barrel, 4 spd no a/c. Seems to be running OK but not crazy about this return spring setup - especially attachment to carb - I count 38 coils on that rusty spring, fwiw. What do I need to get to to make a better setup? can I shorten the throttle cable on - end on engine side? about 5-7" too long..heck of a bend in it right now..can see it in my first pic.
