Timing question

I have attempted to time my '65 slant 170, all stock except for Pertronics EI. I have rotated the distributor counterclockwise as far as it will turn in an effort to retard the timing.
The timing is still reading way above 15 TDC, and the car really hesitates when accelerating.
It does run well otherwise. How can I dial it back more?
 
There is a second adjustment on the timing on the dizzy. Drove me nuts one also.

Yep, try rotating that bracket on the distributor a bit...
 
Thank you Halifaxhops and Krazykuda. I should have checked under there, but was lazy!
 
You need to double check that. Seems like a terrible amount to have to retard. I think you should find true TDC and check to see if the balancer hasn't slipped.
 
I agree with the above... and I notice that the timing tab is bent so that makes doing a proper timing job on the crank is a good idea.
