Torsion bar adjustment question

Ok I’ve been building this car for a minute and finely getting close to shake down time my question is should the torsion bar adjusting bolts be the same on both sides.

At this point my adjusting bolts have 1 3/4 from the head of the bolt to the threaded piece and the car is about an inch higher on the passenger side
 
Not necessarily. The more important effect of the bolts is to even the heights on all 4 corners. Remembering that the passenger side leaf springs usually have more arch due to the torsional forces put on that side as the primary drive wheel. That alone will lift the passenger rear more than the drivers side. To even that out, the rivers front would be raised to counteract that difference. Does that make sense?

As mentioned above, not necessarily. Measure from the top of you front wheel well to the ground. Both sides should be even. It's best to adjust the bolts with the front end lifted, and then drive around the block to settle the suspension before remeasuring. Pulling in and out of the driveway a few times can work too.
