trailer problems

Not sure where this tread would go but it is a question about a "tool" i guess. Ive got a customer who has a 16' x 6.5 dual axle utility trailer that keeps flipping the rear shackle and the rear tires will end up off the ground about 4 inches. Its pretty easy to pry on springs and get it back to normal, you can pick up the tounge and it will flip again. He wants it fixed. Any suggestions??? Thanks for your help..
 
My 65 Newport did that in an accident. A guy hit a trailer we were pulling and it came off and one safety chain broke. I don't think the trailer tongue hit the axle since the gas tank wasn't crushed, except in the side where the trailer whipped around and hit the quarter panel. I think just the upward momentum pulled the springs down, flipping the shackles. The springs were more curved after flipping them back, but later settled. I agree that the pivots are probably too close together for the springs.
