no matter how often I start it.

If it helps... the connector shown comes from the signal switch. white of off white on one end is comming from the brake light switch. It will be hot when the brake pedal is pressed.
The black with white tracer at other end is the coming from the horn relay and hot at all times. Pressing the horn buttom grounds that wire, activates the relay to sound the horn.
All those inbetween go to front and rear signals, flasher switch, etc..

The open ended wires must be from the ignition switch. I'm guesing that switc h has been replaced. Here's tyhe problem... The switch is supposed to have wires from only 4 of the 5 available contacts on it. A few years ago the aftermarket chinamonkey went ahead and put a 5th ( black ) wire on their switch. Because of where they thought it went in the connector, It would get connected the the shift indicater wire which is orange and routed seperating going up the column. To simply plug in the aftermarket switch connector as recieved will blow the dash lamp fuse imediately.
Wiring diagrams should help you sort it out so everything works but dont be surprised if you still have a black wire left over comming down from the column mounted ign' switch..
All just guess work based on what I've seen. Hope it helps

thanks for your help. I'll use it to hopefully repair the wires
Best
Dave
