with this damaged flange hole do you think it will cause a vacuum leak with out repair?

Intake manifold? It looks like a corner bolt hole. Probably not.

Make sure you put thread sealant on the bolt to prevent oil from walking up the threads. Probably wouldn't cost a lot to have that repaired.
